HSES Management:
This role is the site HSES coordinator when site HSES manager is not On site or vacant.
Sustain our right to operate by interpreting, advising On and monitoring compliance with all relevant regulatory and company requirements including the principles of Responsible Care and the Eastman HSES Requirements.
Coordinate site HSES team to develop and maintain effective and integrated HSES Management Systems which apply best practice, reflect legal requirements and which are third party certified to a recognised standard (e.g. ISO14001, OHSAS18001, Safe Production Standardization Program etc.).
This role primarily focus On PSM and Environmental management system and site HSES specialist takes the primary responsibility of OHS and security management system.
Coordinate site HSES team to implement the Corporate HSES Policy, SOP, Guidelines and plant safety, security, and environmental procedures to ensure employees, contractors and visitors enjoy high levels of safety, health and environmental protection; thus, reducing our liability exposure and preserving our privilege to operate.

As coordinator to support the commitment to continuous improvement in all aspects of HSES by establishing and maintaining an HSES Improvement Plan.
Support the commitment to continuous improvement in all aspects of HSES by monitoring the site’s HSES performance by establishing and maintaining appropriate HSES Key Performance Indicators and provide regular reports On performance.
Manage the Audit program for the site and maintain an Action Plan to ensure timely completion of actions Keep good communication with HSES Regulatory organizations and government departments.
Support the site’s Emergency Response Plan, facilities and team to ensure maximum protection to people, property and the environment in the event of any emergency.
Coach and develop HSES department team members to ensure that the HSES dept. provides an efficient and effective service for the site.
Ensure HSES department expenditure is within Budget or agreed deviations. Establish fire safety standardization and 1234 N system according local fire brigade requirement, and keep the system running normal.
Ensure compliance with HSES regulation, such as precursor chemical management, explosive chemical management, OPCW management.
Environmental:
Co-ordinate activities to ensure compliance with Permit conditions and fulfilment of improvement programe requirements.
Provide advice and guidance during environmental reviews of site operations, to ensure the continued compliance with conditions of the site Permit and to identify further areas for improvement.
Provide technical guidance for the management of legacy environmental issues and remediation requirements.
Monitor site waste management operations to ensure compliance with Regulations and internal requirements.
Manage Outside Processor Assessments.
Process Safety & Property Protection:
1.Coordinate site Process Safety Program.
2.Coordinate the site PHA program and PHA action plans.
3. Identify and address process safety and property protection issues to reduce risks and ensure compliance with internal and external requirements and provide interpretation and advice On regulations/guidance.
4.Participate in project and process safety reviews and provide management of change HSES input to ensure the continued safety of operations and to identify further areas for improvement.
5.Provide technical advice/support to ensure adequate Fire Protection is provided for the site.
Personnel Safety:
1.Ensure that adequate procedures are in place and site staff is adequately trained so that workplace risks are controlled in compliance with Regulations and Eastman Requirements.
2.Provide advice and guidance during safety reviews of site operations, including risk assessments, audit and incident investigations, to ensure the continued safety of personnel and to identify further areas for improvement.
3.Sustain the plant's right to operate by ensuring that employee exposure to regulated substances or hazards are identified, quantified and adequate control measures are implemented.
4.Sustain the plant’s right to operate by ensuring breathing apparatus and gas testing equipment is adequately maintained.
5.Support the implementation of the Eastman Contractor/Guest HSES Guidelines, conduct contractor training, audit and routine safety management, enhance contractor safety awareness.
6.Ensure regular training On safe work permits for Hot Work, Confined Space Entry, Line Breaking and the development of compliance with the lock out/tag out work instructions.
7.Conduct safety activity to ensure employee safety awareness, such as conduct safety audit, safety training.
8.Identify site risk and follow up the status until closed.
Occupational Health:
1.Prevent ill health by assessing the working environment in conjunction with the HSES team and make prompt and accurate physical and psychosocial evaluations and appropriate recommendations Monitor and evaluate occupational health standards and advise management.
2.Assess the needs for health surveillance and evaluate health care programs. Ensure all relevant sources of information and legislation related to Occupational Health are identified and evaluated.
